A man with developmental disabilities died while detained in a San Bernardino County jail with an accused murderer who was awaiting psychiatric evaluation.

Rashad Davis of Pomona, who has developmental disabilities, was found with blunt-force injuries in a cell with Jeremiah Ajani Bell, who was potentially medically incompetent and was alleged to have murdered someone in a hate crime. Bell’s lawyer had requested a suspension of a trial for Bell to obtain a psychiatric evaluation.
The San Bernardino County Sheriff’s Department has been the target of lawsuits over their excessive use of force and deplorable healthcare conditions in their facilities. Don Specter, executive director of the Prison Law Office, has been investigating the jails after receiving a multitude of reports from inmates.
